1. A method of decoding video data, the method comprising:
receiving a sequence parameter set;
parsing a first syntax element sps_ptl_dpb_hrd_params_present_flag specifying whether a profile tier level syntax structure is present in the sequence parameter set;
parsing the profile tier level syntax structure based on the first syntax element sps_ptl_dpb_hrd_params_present_flag;
parsing a second syntax element sps_gdr_enabled_flag specifying whether gradual decoding refresh pictures are enabled; and
parsing a third syntax element sps_ref_pic_resampling_enabled_flag, immediately after parsing the second syntax element sps_gdr_enabled_flag, specifying whether reference picture resampling is enabled.
