1. A device comprising:
a cap including a camming mechanism;
a cutting mechanism configured to be in engagement with at least the camming mechanism and a spout; and
a tether mechanism connected to the cap and secured with respect the spout, the tether mechanism including:
a tab that radially extends away from the tether mechanism and the spout,
wherein, upon rotation of the cap, the camming mechanism is configured to push the cutting mechanism through a seal and the tether mechanism is configured to open into a stay-back position in which the cap is opened and the tab engages a neck of the spout.
