1. A seismic observation device comprising:
a memory storing instructions; and
one or more processors connected to the memory and configured to execute the instructions to:
acquire measurement data from each of a plurality of sensors that measure different types of state quantities related to movement of the ground; and
determine whether or not a predetermined event related to the movement of the ground has occurred on the basis of the measurement data from the plurality of sensors,
wherein the one or more processors are configured to further execute the instructions to:
acquire measurement data from a water pressure gauge and measurement data from a seismograph, and
determine at least one of whether or not a P wave has arrived and whether or not an S wave has arrived.
