1. A communication apparatus comprising:
circuitry, which, in operation, allocates a resource from a plurality of resources based on resource allocation information, wherein the resource allocation information indicates a weighted value which is used to represent a likelihood of allocating the resource from the plurality of resources based on a transmission profile relating to a signal, wherein the weighted value is indicated by at least one bit of the resource allocation information, and wherein a weighted value of zero indicates that the resource will not be allocated; and
a transmitter, which, in operation, transmits the signal to a target communication apparatus using the allocated resource.
