1. A cloud server management system comprising:
an electronic processor configured to:
determine a first network resource threshold for a cloud server;
determine a first cloud resource availability, wherein the first resource availability is an amount of cloud network resources available in the cloud server within the first network resource threshold;
for each respective system of a plurality of local network systems
determine a local resource usage, wherein the local resource usage is an amount of local network resources used by the respective system, and
predict a cloud resource requirement, wherein the cloud resource requirement is an amount of cloud network resources required to provide a cloud-based equivalent of the respective system in the cloud server;
build a model based on the cloud resource requirement for each respective system and the first network resource threshold, the model defining a cloud migration priority for each of the plurality of local network systems;
based on the model, generate a cloud migration timeline for sequentially migrating each respective system to the cloud server; and
initiate migration of the plurality of local network systems to the cloud server according to the cloud migration timeline.
