1. A scheduling method, comprising:
receiving configuration information sent by a server, wherein the configuration information comprises a transmission cycle and at least one of a transmission resource or an active retransmission location; and
sending the configuration information to a terminal;
wherein the configuration information further comprises: a transmission reconfiguration cycle, and the transmission reconfiguration cycle is used to reconfigure a value of the transmission cycle.
