1. A method performed by a terminal, the method comprising:
receiving in a first cell, from a base station, a System Information Block1 (SIB1) comprising a ServingCellConfigCommon;
determining if the first cell is barred based on a cellBarred in Master Information Block (MIB) and presence of a second intraFreqReselection in the SIB1;
transmitting a random access preamble in the first cell; and
monitoring a first Radio Network Temporary Identity (RNTI)
wherein the random access preamble is transmitted based on a second msg1-FrequencyStart in case that:
the second msg1-FrequencyStart is present in the ServingCellConfigCommon;
the cellBarred indicates notBarred; and
the second intraFreqReselection is present in the SIB1,
wherein the random access preamble is transmitted based on a first msg1-FrequencyStart in case that:
the second msg1-FrequencyStart is absent in the ServingCellConfigCommon;
the cellBarred indicates notBarred; and
the second intraFreqReselection is present in the SIB1,
wherein the terminal monitors the first RNTI based on a third searchSpaceZero in case that:
a second ra-SearchSpace is present in the ServingCellConfigCommon; and
the second ra-SearchSpace indicates zero,
wherein the terminal monitors the first RNTI based on a second searchSpaceZero in case that:
the second ra-SearchSpace is absent in the ServingCellConfigCommon; and
a first ra-SearchSpace indicates zero,
wherein:
configuration of a first searchSpaceZero is indicated in the MIB;
configuration of the second searchSpaceZero is indicated in the SIB1; and
configuration of the third searchSpaceZero is indicated in the SIB1.
