1. A system comprising:
a first vehicle including a first tracking device;
a second vehicle including a second tracking device;
a central system;
one or more processors; and
memory storing computer-executable instructions, that when executed by the one or more processors, cause the one or more processors to:
determine, by the second vehicle, that the second vehicle is unable to transmit information using a long-range wireless communication network;
determine, by the second vehicle and within a first time interval, first location information for the second vehicle and second location information for the second vehicle, wherein the second location information is based on a short-range signal;
determine, by the second vehicle, that the first location information fails to meet a threshold level of accuracy;
transmit, by the second vehicle, to the first vehicle, and based on the determination that the first location information fails to meet the threshold level of accuracy, the second location information instead of the first location information; and
send, by the first vehicle, the second location information to the central system using the long-range wireless communication network.
