1. A control apparatus that allocates a virtual network on a physical network,
the control apparatus comprising:
a processor; and
a memory that includes instructions, which when executed, cause the processor to execute a method, said method including:
allocating virtual nodes constituting the virtual network to physical nodes and determining a route between the virtual nodes to minimize a link congestion rate representing a maximum value of a utilization rate of a physical link constituting the physical network and a node power congestion rate representing a maximum value of a power consumption rate of a physical node constituting the physical network on a basis of a predicted value of an amount of traffic of a service, a predicted value of an amount of power of each physical node, and information regarding the physical network.
