1. A method, comprising:
receiving first capability indication information or second capability indication information from an access network device, wherein the first capability indication information indicates to a terminal device to determine whether to access the access network device based on a transmission parameter and reference information, and the second capability indication information indicates to the terminal device to determine whether to access the access network device based on the transmission parameter and the reference information when the terminal device performs a first service;
obtaining the transmission parameter, wherein the transmission parameter is configured to be used in a transmission between the terminal device and the access network device; and
accessing the access network device when determining, based on the transmission parameter and the reference information, that a preset condition is satisfied, wherein the reference information comprises a threshold corresponding to the transmission parameter.
