1. A control system comprising:
at least one processor; and
at least one non-transitory memory, wherein
the at least one processor is configured to determine operation data indicating an operation value of a control device that controls a plant by repeating first and second processes in a plurality of iterations,
a variable (i) denotes an (i)th iteration of the first and second processes, and a variable (i−1) denotes an (i−1)th iteration of the first and second processes before the (i)th iteration,
the first process is a process of calculating control target data indicating a predicted value of a control target in the plant in the (i)th iteration by inputting, into a prediction model that is a neural network,
observation data indicating an actual value of the plant, and
operation data obtained in the (i−1)th iteration, and
the second process is a process of calculating the operation data in the (i)th iteration by inputting, into a decision model, the control target data obtained in the (i)th iteration,
the at least one processor is further configured to output the determined operation data to the control device that controls the plant, and
the control device controls the control target based on the determined operation data.
