1. A concentrated multi-purpose cleaning composition comprising:
between about 1 wt. % and about 60 wt. % of an anionic sulfonated surfactant;
between about 1 wt. % and about 30 wt. % of a solvent having a less than 5% (wt./wt.) solubility in water, wherein the solvent comprises phenoxyethanol;
between about 0.1 wt. % and about 60 wt. % of a carrier;
between about 0.01 wt. % and about 10 wt. % of a chelant;
wherein the composition is free of alpha hydroxycarboxylic acids;
wherein the anionic sulfonated surfactant and solvent are in a ratio between about 3:1 and about 1:3;
wherein the composition has a pH of between about 0.5 and about 1.5; and
wherein the composition is free of an alkaline pH modifier.
