17. A cell encapsulation device, comprising:
a first cell-excluding membrane layer and a second cell-excluding membrane layer forming a lumen therebetween configured to receive cells therein;
a first non-woven fabric layer in contact with an external surface of the first cell-excluding membrane layer and a second non-woven fabric layer in contact with an external surface of the second cell-excluding membrane layer, wherein the first and second non-woven fabric layers and the first and second cell-excluding membrane layers comprise perforations; and
a port extending into the lumen and disposed between the first cell-excluding membrane layer and the second cell-excluding membrane layer, the port configured to load cells into the lumen.
