1. A method performed by a device, the method comprising:
obtaining information to determine an association between a synchronization signal block (SSB) and a random access channel (RACH) resource;
transmitting, to a base station, a random access preamble,
wherein, based on a reference signal received power (RSRP) of the SSB satisfying a RSRP threshold of the SSB related to the RACH resource, the random access preamble is transmitted to the base station;
obtaining transmit power for a retransmission of the random access preamble, based on a most recent estimate pathloss and power ramping counter;
based on the transmit power, performing retransmission of the random access preamble to the base station;
receiving, from the base station, a random access response message related to the random access preamble;
transmitting, to the base station, a radio resource control (RRC) setup request message based on the random access response message;
receiving, from the base station, an RRC setup message in response to the RRC setup request message;
receiving, from the base station, an RRC message including a configuration related to a Uu bandwidth part (BWP) and a configuration related to a sidelink (SL) BWP;
activating the Uu BWP; and
based on a numerology of the activated Uu BWP being different from a numerology of the SL BWP, deactivating the SL BWP.
