1. A method comprising:
receiving, by a wireless device, one or more radio resource control (RRC) messages indicating a plurality of transmission configuration indicator (TCI) states for a control resource set (coreset), wherein the coreset has a lowest coreset index in an active downlink bandwidth part of a cell;
receiving a medium access control control element (MAC CE) indicating activation of at least two TCI states of the plurality of TCI states for the coreset with the lowest coreset index, wherein the MAC CE comprises an ordered set of TCI state identifiers (IDs) of the at least two TCI states;
receiving downlink control information (DCI) scheduling a downlink signal;
based on a time offset between the DCI and the downlink signal being less than a threshold, selecting a first TCI state, among the at least two TCI states, with a TCI state ID that occurs first in the ordered set of the TCI state IDs; and
receiving the downlink signal based on the first TCI state.
