1. A communication method, comprising:
in response to determining that a terminal no longer sends a first data packet of a first quality of service (QOS) flow in a first protocol data unit (PDU) session to a source base station, generating, by the source base station, end marker packet information, wherein the end marker packet information indicates a target base station to send, to a core network user plane device, a second data packet that is of the first QoS flow and that is sent by the terminal to the target base station; and
sending, by the source base station, the end marker packet information to the target base station.
