1. A distribution system, comprising:
an obtaining circuit configured to obtain reaction information from a plurality of terminal devices of a plurality of viewers of content, the reaction information indicating a reaction of each of the plurality of viewers to the content;
a determination circuit configured to determine whether the reaction information is first reaction information or second reaction information, the first reaction information indicating a first reaction made by equal to or more than a predetermined number of viewers of the plurality of viewers, the second reaction information being different from the first reaction information and indicating a second reaction made by less than the predetermined number of viewers;
a generation circuit configured to:
mix, in a case where the reaction information is determined as the first reaction information, a plurality of sound signals corresponding to the reaction information of the plurality of viewers; and
generate an audience sound based on the mixed plurality of sound signals; and
a distribution circuit configured to transmit the audience sound generated by the generation circuit to the plurality of terminal devices.
