1. A photonic transmission structure, comprising:
a substrate;
a cladding structure disposed over a surface of the substrate; and
an active structure disposed on a surface of the cladding structure,
wherein the active structure includes at least one of a niobium tantalum oxide solution, a niobium titanium oxide solution, or a niobium tantalum titanium oxide solution, and
wherein the photonic transmission structure is one or more of an optical logic gate, a frequency comb, an optical amplifier, or an optical modulator.
