1. A method for implementing a Random Access Channel (RACH) management and control function in a wireless network, the method comprising:
initiating, by one or more processors, one or more user equipment (UEs) to implement a RACH optimization function;
setting, by the one or more processors, a range or a value for a RACH parameter for a plurality of wireless cells servicing the one or more UEs;
collecting, by the one or more processors, performance measurements of the one or more UEs;
comparing, by the one or more processors, the performance measurements with the range or the value for the RACH parameter; and
taking, by the one or more processors, one or more actions to control the plurality of wireless cells in response to the comparing,
wherein the one or more actions comprise disabling the RACH optimization function and re-configuring the RACH parameter for wireless cells from among the plurality of wireless cells with the performance measurements deemed to improve RACH performance.
