1. A method for dynamically configuring wireless devices using encumbered spectrum, comprising:
establishing, for a radio node configured to use encumbered spectrum, a priority ranking of radio channel configurations (RCCs);
granting encumbered spectrum for use by the radio node in accordance with a default RCC;
in response to a current spectrum encumbrance condition, determining a current highest priority RCC for the radio node capable of supporting radio node operation in accordance with the current encumbrance condition;
granting encumbered spectrum for use by the radio node in accordance with the determined highest priority RCC; and
periodically determining a current highest priority RCC for the radio node capable of supporting radio node operation in accordance with a current encumbrance condition, and granting encumbered spectrum for use by the radio node in accordance with the determined highest priority RCC.
