1. A wireless device comprising:
one or more processors; and
memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
receive, from a base station, a system information block 1 (SIB1) message comprising:
a plurality of closed access group identifiers (CAG IDs) that a cell of the base station supports;
first barring information indicating that a first access category, of a plurality of access categories, corresponds to a first CAG ID, of the plurality of CAG IDs, of the cell; and
second barring information indicating that a second access category, of the plurality of access categories, corresponds to a second CAG ID, of the plurality of CAG IDs, of the cell;
determine a barring decision based on the SIB1 message; and
based on the barring decision, transmit, to the base station, a radio resource control (RRC) message for an access procedure associated with at least one of:
the first CAG ID; or
the second CAG ID.
