1. An image decoding method performed by an image decoding apparatus, the image decoding method comprising:
parsing a first signaling flag from a picture parameter set, wherein the first signaling flag specifies whether an identifier of a subpicture included in a current picture is parsed from the picture parameter set;
parsing subpicture identifier information of the subpicture from the picture parameter set based on the first signaling flag specifying that the identifier of the subpicture is parsed from the picture parameter set; and
decoding the current picture by decoding a current subpicture identified based on the subpicture identifier information,
wherein identifier number information for specifying a number of pieces of the subpicture identifier information is parsed from the picture parameter set,
wherein the subpicture identifier information is parsed from the picture parameter set further based on the identifier number information, and
wherein the image decoding method further comprises:
parsing a second signaling flag from a sequence parameter set, wherein the second signaling flag specifies whether information of the subpicture is parsed from the sequence parameter set;
parsing size number information for specifying a number of pieces of size information of the subpicture based on the second signaling flag specifying that the information of the subpicture is parsed from the sequence parameter set; and
parsing the size information explicitly indicating a size of the subpicture based on the size number information,
wherein, based on subpictures included in the current picture not being uniform, two or more pieces of the size information are parsed, and
wherein the size information is parsed from the sequence parameter set.
