1. A video decoding apparatus for decoding an encoded image, the video decoding apparatus comprising:
matrix reference pixel derivation circuitry that derives reference samples by using top neighboring samples and left neighboring samples of a current block, wherein each of the top neighboring samples and the left neighboring samples are derived by performing a down-sampling process;
weight matrix derivation circuitry that derives a weight matrix based on an intra prediction mode and a size index;
matrix prediction image derivation circuitry that derives a prediction image by using a product-sum operation using sample values derived by using the reference samples and elements in the weight matrix; and
matrix prediction image interpolation circuitry that derives a predicted image by using the prediction image,
wherein:
if a size of a target block width and a target block height is equal to one of a 4×8 pixels, a 4×16 pixels, a 4×32 pixels, a 4×64 pixels, an 8×8 pixels, an 8×4 pixels, a 16×4 pixels, a 32×4 pixels, and a 64×4 pixels, the size index is set equal to 1, and
if the size of the target block width and the target block height is equal to one of an 8×16 pixels, an 8×32 pixels, an 8×64 pixels, a 16×8 pixels, a 16×16 pixels, a 16×32 pixels, a 16×64 pixels, a 32×8 pixels, a 32×16 pixels, a 32×32 pixels, a 32×64 pixels, a 64×8 pixels, a 64×16 pixels, a 64×32 pixels, and a 64×64 pixels, the size index is set equal to 2.
