1. A method, comprising:
maintaining, by a first server system located in a first one of a plurality of network regions, an alias map that specifies encoded versions of alias values that are in use across the plurality of network regions, wherein the first server system does not have access to a subset of alias values associated with users located in one or more of the plurality of network regions, and wherein, for a given alias value, the alias map specifies:
a corresponding encoded version of the given alias value; and
an identifier for a given one of the plurality of network regions with which the given alias value is associated;
receiving, by the first server system, a first user-provided alias value from a first user during an account registration process; and
determining, by the first server system, whether the first user-provided alias value is already in use in any of the plurality of network regions, including by:
determining that the first user-provided alias value is not already in use within the first network region;
generating a first encoded value based on the first user-provided alias value; and
using the alias map, comparing the first encoded value to the encoded versions of the alias values that are in use across the plurality of network regions.
