1. A method performed by a terminal in a communication system, the method comprising:
initiating a small data transmission (SDT) procedure in a radio resource control (RRC) inactive state;
identifying that data for at least one radio bearer for which SDT is not configured is available, while the SDT procedure is ongoing; and
transmitting, to a base station, an RRC message including an indication, wherein the indication indicates an arrival of the data for the at least one radio bearer for which the SDT is not configured while the SDT procedure is ongoing, and
wherein the RRC message is integrity protected and encrypted, and is transmitted based on a dedicated control channel (DCCH) and a signaling radio bearer 1 (SRB1).
