1. A method for a first apparatus to perform sidelink communication, the method comprising:
obtaining information for a plurality of transmission resource pools;
determining a first transmission resource pool from among the plurality of transmission resource pools based on quality of service (QOS) information of a first data,
wherein the QoS information includes packet delay budget, and
wherein based on the packet delay budget for the first data being greater than or equal to a threshold, the first transmission resource pool among the plurality of transmission resource pools is determined based on a zone in which the first apparatus is located;
selecting a first resource from the determined first transmission resource pool; and
transmitting the first data to a second apparatus on the first resource selected from the determined first transmission resource pool.
