1. A method of wireless communication at a user equipment (UE), comprising:
receiving one of a set of repetitions of control information in a 5G New Radio (NR) frame structure scheduling a message;
determining a schedule for receiving the message based on an index associated with receiving the one of the set of repetitions of the control information; and
receiving the message based on the schedule,
wherein the schedule for receiving the message comprises a starting symbol including a portion of the message, and the starting symbol is offset from a first symbol of a slot including the control information.
