1. A phase shifter, comprising a first dielectric substrate and a second dielectric substrate opposite to each other, a first transmission line and a second transmission line on a side of the first dielectric substrate close to the second dielectric substrate, a plurality of patch electrodes on a side of the second dielectric substrate close to the first dielectric substrate, and a tunable dielectric layer between a layer where the first transmission line and the second transmission line are located and a layer where the plurality of patch electrodes are located;
wherein orthographic projections of two ends of each of the plurality of patch electrodes on the first dielectric substrate overlap with orthographic projections of the first transmission line and the second transmission line on the first dielectric substrate, respectively; and
wherein at least two of the plurality of patch electrodes are connected to different first bias voltage lines.
