1. A magnetic base body comprising:
plural metal magnetic particles including first metal magnetic particles and second metal magnetic particles adjacent to the first metal magnetic particles, each of the plural metal magnetic particles including Fe; and
three or more metal Fe particles, including metal Fe of a single phase, disposed at a distance from each other between a first oxide layer and a second oxide layer provided on one of the first metal magnetic particles and one of the second metal magnetic particles, respectively, the first oxide layer having an insulation property and including oxide of an element A disposed on a surface of the first metal magnetic particles, the second oxide layer having an insulation property and including oxide of an element B disposed on a surface of the second metal magnetic particles, the element A being at least one element selected from a group consisting of Si, Zr, Al, and Ti, and the element B being at least one element selected from the group consisting of Si, Zr, Al, and Ti.
