1. A coated substrate comprising:
a substrate having a surface; and
an F and Cu doped titania coating fused into the surface of the substrate; wherein the coating induces antimicrobial activity under visible light, UV light and in conditions of reduced light or darkness; and wherein an anatase phase of the titania remains present at temperatures above 1100° C.
