1. A blocked polyisocyanate composition comprising a blocked polyisocyanate compound and at least one amidate compound represented by the following Formula (2):

wherein B represents a substituted or unsubstituted hydrocarbon group;
R4, R5, R6, R9, R10, and R11 are the same or different, and each represents a C1-C20 hydrocarbon group that is optionally substituted with a heteroatom;
R7 and R8 are the same or different, and each represents a hydrogen atom or a C1-C20 hydrocarbon group that is optionally substituted with a heteroatom;
R4 and R5, R5 and R6, R7 and R8, R9 and R10, or R10 and R11 optionally form a ring structure together with the carbon atoms to which they are bonded;
y is an integer of 1 or more and 20 or less; and
the group represented by CR4R5R6 or the group represented by CR9R10R11 is optionally an adamantyl group.
