1. A method at a network entity for signaling Quality of Service, QoS, control parameters for a QoS Flow to a User Equipment, UE, comprising:
generating one or more Quality of Service, QoS, rules associated with the QoS Flow, wherein each of the one or more QoS rules is generated based on one or more policy and charging control (PCC) rules and comprises parameters specific to one or more data flow that are associated with the QoS Flow;
generating a single QoS Flow profile for the QoS Flow, wherein the single QoS Flow profile comprises parameters that are common to all data flows associated with the same QoS Flow, and the common parameters are for the one or more QoS rules and are included in the single QoS Flow profile, wherein the one or more QoS Rules associated with the same QoS flow are generated from the one or more PCC rules and wherein the single QoS Flow profile and the one or more QoS rules comprise an identifier for the QoS Flow; and
transmitting the one or more QoS rules and the single QoS Flow profile to the UE.
