1. A system, comprising:
a memory that stores computer executable components; and
a processor that executes the computer executable components stored in the memory, wherein the computer executable components comprise:
a data loader component that prepares a quantum state of a probability distribution based on structure of a quantum amplitude estimation algorithm; and
an operator component that constructs a quantum operator based on the quantum state to perform quantum amplitude estimation, wherein the probability distribution comprises an arbitrary probability distribution.
