1. A mobility support device comprising:
a device identification unit that identifies an external device that is present on a moving route of a user who is a target of support based on a set moving plan;
a pairing unit that establishes first communication means that enables direct communication between the identified external device and a portable device carried by the user, wherein the pairing unit establishes the first communication means when the portable device cannot establish second communication means that enables communication via a base station;
a support information generation unit that generates support information for supporting mobility of the user based on information received from the external device by the first communication means; and
an output unit that outputs the generated support information to an output device connected to the portable device by a wired method or a wireless method.
