1. An apparatus, comprising:
determining means for determining whether a priority indicator is assigned to first and second frequency bands;
first allocation means for allocating a mobile device with component carriers (CCs) in the first frequency band or the second frequency band according to a first frequency allocation rule,
wherein the first allocation means allocates CCs in the first or second frequency bands when no priority indicator is assigned to at least one of the first and second frequency bands,
wherein the apparatus comprises a gNodeB (gNB) operating in a New Radio (NR) radio access network, and
wherein the first frequency allocation rule is a default rule employed by the gNB; and
second allocation means for allocating the mobile device with CCs in the first frequency band,
wherein the second allocation means allocates CCs when a first priority indicator assigned to the first frequency band indicates a higher priority than a second priority indicator assigned to the second frequency band,
wherein allocating the mobile device with the CCs in the first frequency band is according to a second frequency allocation rule, different from the first frequency allocation rule, and
wherein the second frequency allocation rule is an override rule.
