1. A device, comprising:
a processing system including a processor; and
a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:
identifying a communication device communicatively coupled to a serving base station;
requesting a device type associated with the communication device from the serving base station;
determining the communication device comprises an unmanned aerial vehicle (UAV) based on the device type;
determining the communication device is located in a dense cell area of a mobile network;
determining a discontinuous sleep state timer value based on the communication device being located in the dense cell area, wherein the discontinuous sleep state timer value indicates how long the UAV is in a discontinuous sleep state to scan for a group of base stations in a vicinity;
generating a customized radio resource control (RRC) reconfiguration message based on the communication device comprising the unmanned aerial vehicle, wherein the customized RRC reconfiguration message includes the discontinuous sleep state timer value; and
transmitting the customized RRC reconfiguration message to the communication device via the serving base station.
