1. A video transmission device comprising:
a plurality of transmission units, including one or more processors, configured to each convert into IP packets in parallel synchronized multiple video data with a low frame rate obtained by dividing video data with a high frame rate through allocation in units of video frames in temporally preceding order and transmit the IP packets; and
a plurality of addition units, each comprising one or more processors and configured to add, to a Real-time Transport Protocol (RTP) time stamp of an RTP packet included in each of the IP packets, a time offset that increases by a constant value based on a division order identifier assigned to the respective video data having the low frame rate, the division order identifier is an integer indicating an order in which the video data having the high frame rate was divided.
