1. A method for decoding a video signal by an apparatus based on motion vector prediction using a motion vector predictor candidate list for a current block, the motion vector predictor candidate list being constructed from one or more spatial neighboring blocks of the current block, the method comprising:
determining a motion vector predictor of the current block from the motion vector predictor candidate list; and
deriving a motion vector of the current block based on the determined motion vector predictor,
wherein the motion vector predictor candidate list is constructed from the one or more spatial neighboring blocks such that:
a motion vector of a spatial neighboring block is included in the motion vector predictor candidate list based on the spatial neighboring block satisfying conditions comprising: (i) the spatial neighboring block refers to a reference picture, in a reference picture list of the spatial neighboring block, having the same picture order count (POC) value as a reference picture in a reference picture list of the current block, and (ii) the reference picture list of the spatial neighboring block is different from the reference picture list of the current block.
