1. A method comprising:
by a user equipment (UE):
monitoring a receive channel on a first frequency layer, using a beam sweeping procedure, to attempt to receive from a neighbor base station up to a predetermined number(S) of synchronization signals at scheduled measurement occasions within an allowed time window, wherein the beam sweeping procedure includes performing a plurality of rounds of beam sweeping, wherein a round of beam sweeping includes monitoring the receive channel at N consecutive scheduled measurement occasions, according to N different beam directions, wherein an initial value of the allowed time window includes N*S scheduled measurement occasions;
for each round of beam sweeping performed within the allowed time window:
determining whether a synchronization signal was received at any of the scheduled measurement occasions of the respective round of beam sweeping; and
in response to determining that no synchronization signal was received at any of the scheduled measurement occasions of the respective round of beam sweeping, increasing the allowed time window by a time sufficient to include a predetermined number of additional scheduled measurement occasions;
determining that the allowed time window has increased beyond a predetermined threshold; and
in response to determining that the allowed time window has increased beyond the predetermined threshold, restarting the allowed time window.
