1. A proton conductor comprising:
a compound represented by chemical formula BaZr(1-x-y)YbxScyO3-δ, wherein the chemical formula satisfies 0<x<0.5, 0<y<0.5, 0.15<(x+y)<0.5, and 0<δ<0.5.
