1. A computer-implemented method when executed by data processing hardware causes the data processing hardware to perform operations comprising:
issuing a vehicle prompt;
determining responsiveness of a driver to the issued vehicle prompt, the responsiveness including an execution response and a non-responsive response, wherein the execution response includes a response from the driver to the vehicle prompt and wherein the non-responsive response includes a non-response from the driver to the vehicle prompt;
activating a language monitoring module in response to the non-responsive response of the determined responsiveness;
listening for a spoken language within an interior cabin of a vehicle;
determining, using the language monitoring module, a language of the spoken language;
estimating a state of the driver based on the determined language; and
executing a translation function using a translation module in response to the estimated state of the driver.
