1. A computer-implemented method of identifying and reporting a Vulnerability Hotspot Location by a road safety system, the method comprising:
receiving, by the road safety system, a first Vulnerability State Message from a first Road User Device associated with a first Road User, wherein said first Vulnerability State Message contains positional data and at least one of modal data, environmental data, self-declared data, proximity data, data related to other Road Users, biographical data, and biometric data;
determining, by the road safety system, that said first Road User Device is located within a first geographic area;
calculating, by the road safety system, a first Vulnerability State summary value associated with said first Road User;
receiving, by the road safety system, a second Vulnerability State Message from a second Road User Device associated with a second Road User at approximately the same time, wherein said second Vulnerability State Message contains positional data and at least one of modal data, environmental data, self-declared data, proximity data, data related to other Road Users, biographical data, and biometric data;
determining, by the road safety system, that said second Road User Device is located within said first geographic area;
calculating, by the road safety system, a second Vulnerability State summary value associated with said second Road User;
collating, by the road safety system, said first Vulnerability State Message with said second Vulnerability State Message;
calculating, by the road safety system, an aggregate Vulnerability State summary value associated with said first geographic area;
comparing, by the road safety system, said aggregate Vulnerability State summary value with a first threshold amount;
determining, by the road safety system, that said aggregate Vulnerability State summary value has reached said first threshold amount; and
setting, by the road safety system, said first geographic area as a Vulnerability Hotspot Location.
