1. A flame retarding flare tip, comprising:
an outer covering;
a top cover;
a burner for igniting flare gas;
an upper baffle and a lower baffle, wherein the upper and lower baffles are each flat panels arranged horizontally in the outer covering and extending orthogonally to a flow path and each of the upper and lower baffles include a plurality of perforations through the upper and lower baffles; and
means for connecting the flame retarding tip to a flare stack.
