1. A charging apparatus or discharging apparatus, comprising:
a base;
a fixing base that is fixed and provided on the base; and
a cover plate,
wherein the fixing base comprises:
an end plate;
a connection member that is formed by extending from the end plate to the base and connected with the base;
an opening that is provided on the end plate and configured to perform charging and discharging; and
an accommodation space that is formed by the connection member being recessed or formed by being surrounded by the connection member and the base,
the cover plate is formed in an arch-shaped structure or a bending surface structure and includes an accommodation state in which the end plate is exposed and a covering state in which the end plate is covered,
when the cover plate is in the accommodation state, an end of the cover plate which is close to the base is provided to be directed to the accommodation space, and
the connection member includes a first surface having an arch shape, and the arch shape of the first surface matches with a shape of the cover plate.
