1. A method for whitening teeth comprising contacting at least one tooth surface with a semisolid oral dispersion, the semisolid oral dispersion comprising:
a) solid hydrophilic active agent particles comprising a bleaching agent, wherein at least about 50 parts by weight of the solid hydrophilic active agent particles are soluble in about 100 parts by weight of water or the solid hydrophilic active agent particles swell by at least about 50% upon contact with water; and
b) at least about 60%, by weight of the semisolid oral dispersion, of a semisolid hydrophobic phase.
