1. A data transmission method, comprising:
determining, by a terminal device, according to states of a first timer and a second timer corresponding to a hybrid automatic repeat request (HARQ) process, whether the HARQ process corresponding to a first configured grant resource is available for transmitting data to be transmitted;
performing, by the terminal device, no new transmission on the HARQ process during running time of the first timer, and performing, by the terminal device, no retransmission on the HARQ process during running time of the second timer;
receiving, by the terminal device, transmission feedback for the transmitted data of the HARQ process sent by a network device during the running time of the first timer and the second timer;
controlling, by the terminal device, the state of the first timer and the state of the second timer according to the transmission feedback;
setting, by the terminal device according to the transmission feedback, a feedback variable corresponding to the HARQ process, comprising:
setting the feedback variable to a first value in a case where the transmission feedback is first feedback, wherein the first feedback indicates that the transmitted data is successfully received by the network device; or
setting the feedback variable to a second value different from the first value in a case where the transmission feedback is second feedback, wherein the second feedback indicates that the transmitted data is not successfully received by the network device;
receiving, by the terminal device, downlink control information (DCI), for scheduling a second configured grant resource, sent by the network device;
starting or restarting the first timer and stopping the second timer by the terminal device in response to the DCI; and
transmitting, by the terminal device, data indicated by the DCI based on the second configured grant resource,
wherein the data indicated by the DCI is retransmitted data in a case where the DCI indicates the retransmission; or
the data indicated by the DCI is non-retransmitted data in a case where the DCI indicates new transmission of second data.
