1. A method comprising:
receiving, at a user device, a handover command comprising beam specific contention free random access resources associated with one or more first beams of a target cell;
determining, at the user device, if any of said one or more first beams have a beam quality above a first threshold;
in an instance in which at least one of said one or more first beams are determined to have a beam quality above said first threshold, initiating, at the user device, a contention free random access procedure to said target cell using a contention free random access resource provided in said handover command, said contention free random access resource being associated with one of said at least one first beams determined to have a beam quality above said first threshold;
in an instance in which none of said one or more first beams are determined to have a beam quality above said first threshold:
determining, at the user device, if one or more second beams of the target cell have a beam quality above a second threshold, said one or more second beams being other than said one or more first beams; and
in an instance in which at least one of said one or more second beams are determined to have a beam quality above said second threshold, initiating, at the user device, a contention based random access procedure to said target cell using a contention based random access resource associated with one of said at least one second beams determined to have a beam quality above said second threshold.
