1. An image processing device, comprising:
circuitry configured to
perform a decoding process for a bit stream to generate a decoded image,
determine whether to apply a deblocking filter for pixels located near a block boundary of the decoded image, the deblocking filter including a first deblocking filter and a second deblocking filter having a filter strength greater than that of the first deblocking filter,
determine whether to apply the first deblocking filter or apply the second deblocking filter by taking, as an object, the pixels which are located near the block boundary and to which the deblocking filter is applied, and
apply the second deblocking filter by using a second clip value, which serves as a value greater than a first clip value, to clip a change value of a pixel value after the second deblocking filter is applied with respect to a pixel value before the second deblocking filter is applied, wherein, the first clip value is a clip value used when the change value of the pixel value after the first deblocking filter is applied with respect to the pixel value before the first deblocking filter is applied is clipped.
