1. A method for allocating communication resources in a wireless network, comprising:
collecting data related to network conditions and terminal device requirements;
selecting predetermined resource block allocations for terminal devices and wherein a sub-carrier spacing is selected based on a numerology for the bandwidth part (BWP) which influences resource block group (RBG) configuration and allocation of resource blocks (RBs) to terminal devices;
encoding the resource block allocations into a resource indication information with data indicating whether a resource block set belongs to the frequency domain resources of the data channel;
transmitting the resource indication information to the terminal devices by sending, by a network device, resource indication information to the terminal device, wherein the resource indication information indicates frequency domain resources of a data channel; and
sending, by the network device, data on the data channel to the terminal device, or receiving, by the network device, data on the data channel from the terminal device, wherein a common index area comprises one or more bandwidth parts (BWPs) and wherein the resource indication information is a bitmap and wherein the frequency domain resources of the data channel are a plurality of resource blocks with an offset from the start resource block of the common index area to a frequency domain reference point.
