1. A decorative glow-in-the-dark concrete block, comprising:
a base concrete block having a rectangle cuboid shape, and
a cured luminescent concrete layer;
wherein the cured luminescent concrete layer comprises a cured luminescent concrete and has a skid resistance value of 100-150, and wherein the cured luminescent concrete layer has a thickness of 5-20 mm, and a thickness ratio of the cured luminescent concrete layer to the base concrete block is in the range of 0.02:1 to 0.2:1;
wherein at least a portion of a surface a single side of the base concrete block is coated with the cured luminescent concrete; and
wherein the cured luminescent concrete comprises:
a cement;
a fine aggregate comprising sand; and
phosphorescent aluminate particles,
wherein a weight ratio of the phosphorescent aluminate particles to the fine aggregate is in the range of 1:2 to 1:20;
wherein the cured luminescent concrete layer has an intensity of glow of 2-15 candelas per square meter for a period of 0.1-10 hours upon excitation with sun light for 2-20 minutes; and
wherein the phosphorescent aluminate particles are present only in the cured luminescent concrete.
